Peter Cushing is listed on IMDB as being 5'8" tall. When he and Vader walk into the conference room towards the beginning of the film, they are both about the same height. I say this, because their shoulders, eyes, and chins are all about the same height - Cushing's is a little lower, but close. Prowse is 6'7".
