The 'Reservation' was the red light district, and had many saloons and gaming houses throughout. Waco was also known at one point as the "Athens of Texas," giving home to several colleges, universities, and private schools. There was a big race riot in the late 1860s. Wow... that's some interesting reading. MacArthur (the street) is where Camp MacArthur was, which trained soldiers for WWI and spurred the anti prostitution campaign that closed down the 'Reservation' to prevent troops from being tempted.

My Grandfather's uncle was Chief of Police from 1915 to 1920 I think. Not absolutely certain of the dates.
