Possibly because they wanted something to still make the Xbox shine some. You can't play either of the PGR games on the 360 either, nor Republic Commando.

I sure they spend hours around a table deciding which games would work with the 360 and which they would not LET work on the 360.I think its that exclusive crap

I'm sure it mostly has to do with sales. You can't play PGR or PGR2 on 360 - I think so that it doesn't hurt the sales of PGR3. I don't understand why some games got BC, but others didn't. Seems like allowing Battlefront 2 BC would broaden the sales of the game. It is also possible that LucasArts chose not to let it be playable on the 360. It may have more to do with the publishers than MicroSoft.
